Civic nationalism is actually a leftist ideology. Therefore, the conflict between progressivism and modern conservatism is merely a conflict between two groups of leftists, one more extreme than another.
Right-wing ideas are easily identified by the fact that they are based on the concept of family. Monarchy is based on the concept of the monarch as a head of the family, with people being his children. Traditional social security net is based on the inner and extended family providing for the individual in need, supplemented by charity.
Left-wing ideas are likewise easily identified by being based on the concept of equality. Democracy gives all citizens equal voting and political rights. Socialist social security net is based on the state providing for all citizens in need.
So what about nationalism? As obvious from the title, not all nationalism is right-wing.
